the free and shared tiers use shared infrastructure,
meaning your apps run on the same VM as other customers
this is fine for development and testing though, and as long
as you don’t of the features of the other tiers. The basic standard premium and
premium V2 tiers run your apps on VM’s that are dedicated to you the higher the
tier the more feature and more VM instances that you can scale-out to, either
manually or through auto-scaling. When running on the basic tier and up, you
also have a services level agreement of 99 % availability.

Isolated tier run your VM a dedicated Azure virtual network,
so you so your get network isolation
